In the teams, testing activities are not recognized as rewarding. As manual and partially formalized tests are slow and inefficient. Lack of test environments created a bottleneck. In addition, applications are delivered late to the Quality team, less than a week before the products needed to be in production.

In fact, teams are passing the buck: for development tests are a matter of the test team, For the test team it is the responsibility of the development team to deliver a product of quality.
